Make sure there is no private information in the wincmd.ini.

It looks like you have some problems with encoding. There have been reported problems for similar cases:
viewtopic.php?t=77046

1. What language is set as default in your Windows?
2. Remove [NewFileHistory] section from the bad wincmd.ini and try again. This section contains entry in Russian.

I am using: Czech language, codepage: windows-1250

1. I removed the contents of the NewFileHistory section
2. Sometimes I need to work with Russian/Ukrainian, the file names should be in Latin, but I don't affect the file names
3. I had problems a long time ago, back then the file names were not in Cyrillic
4. File names with Czech letters never bothered me (aka viewtopic.php?t=77046)

I can see that you have a [TweakWC] section in your wincmd.ini That is not standard TC - could that be the problem - that you are using a tweaker program?

I only use WinAero, but there is nothing there about Total Commander.
History: I have used Total Commander at work for about 20 years, maybe the system administrator tweaked something. When I ended at work and became a pensioner, I took wincmd.ini home with me.

I didn't spot any problems in your wincmd.ini, and Ctrl+D works fine with it.

Since you use characters from other codepages, you may want to save the wincmd.ini as UTF-16LE (not UTF-8).

A persistent problem. It will help for a short time:
1. delete wincmd.ini
2. Total Commander create a new one, which I then delete
3. I will return the original wincmd.ini

Have you tried saving the file with notepad.exe as UTF-16LE as I suggested?

I am sorry, saving as UTF-16LE did not help.
Now the mentioned idea from 2022-09-05, 11:52 doesn't help either.

Thank you. I've already run out of strength.
The problem seems to be in Windows. The problems in Windows are piling up.
When I get free two days of time (in October) I will try to reinstall Windows (on a backup disk).
