They miss r attribute, but so the desktop.ini files in the folders that ARE displaied with special icons, such as Pictrures.
I tried setting them read only, but nothing changed.
As I said, File Explorer CAN show them with special icons.
I have checked the referenced image file with Lister, iclview plugin:
%SystemRoot%\system32\imageres.dll
The icon with ID 186 only has the special look in the 256x256 pixel subicon. The smaller icons all have the standard folder icon.

Here both Total Commander and the Explorer use the smaller icon, except in thumbnail view or when user larger symbols.
Microsoft would have to update their imageres.dll so all the smaller icons also contain the symbol. But I don't think that they will ever do that.
You could extract the .ico file from imageres.dll and then delete all the smaller subicons, and finally change the desktop.ini for "Saved Games" to point to that .ico file. But it would look bad when using e.g. 16x16 icons scaled down from that one 256x256 icon with the symbol on it...
