This is your problem. The default pixel fonts used for ANSI/ASCII don't support bigger characters. Try using a different font, e.g. Consolas and Terminal.
What font should I select for ASCII encoding, except Terminal? You mean that there are many such fonts, but I don't want to change? Okay, name me a three examples? Okay, two? May be, one?

This is your problem.
And, of course, it will not work on windows 95, which is still supported
you need to check only in supported OS. 7 or XP - this is not the case
So take 10 or 11
