How should Total Commander know which file on the left corresponds to which file on the right if the names are different?

Albeit there's no built-in option for that in TC [such as, e.g. checkbox to preserve [✔] uppercase/lowercase/mixed filenames upon synchronizing], that's still just a piece of cake, i.e. very easy to do operation [for an experienced user]:
Step 1: run 'Synchronize Dirs...' command:

Step 2: Seeing pairs of identical files choose ones with names you do not like and opt for deleting them
(in the example they are all the files in the right pane):

Step 3: As a result of the above steps (1...2) and deletion of the selected unwanted files only the files with names you like are left
(in the example they are all the files in the left pane):

Step 4: Hit the 'Synchronize' button and confirm the operation upon request:

Step 5: As a result of the above steps (1...4) you have files with the names you like:

CAUTION:
- this is not a user-friendly and safe operation and may lead to data loss if a user is not pretty careful.
- be careful and pretty attentive to what you are doing (making sure you are not going to delete both files of a unique pair).
- backup your data before doing an operation like this.

- much safer to do such things via Multi-Rename Tool with options alike "Load names from file..." [using previously saved suitable filenames], "Edit names..." [in your text editor], and then check how it goes using 'Synchronize Dirs...' tool if needed.

It doesn't support name synchronization, but you can still achieve it with MultiRenameTool.
Simply copy the filenames from the source files, navigate to the target directory, open MRT, and select 'Edit names' from the menu. Once in the editor, paste the copied filenames, save the changes, and close the editor.
Finally, go back to TC and start the renaming.

Without deleting and copying can't get by? Need simple point "Synchronization registers names" in "Synchronize directories".

2Swi you can, but not within the Synchronization tool. Use the Multi-Rename tool instead.
