[11.00bx64] Multi-rename, dark mode: narrow menus

0. Prerequisites: the dark mode should be turned on, and Russian or Ukranian translation whould be used.
1. Open Multi-Rename Tool.
2. Click the [+] button to see the range options menu.
3. The menu is too narrow to fit all the descriptions.

Reproduced only in 64-bit TC, only in dark mode, and only with those two translations. I tried a bunch of others, and they all seem to work fine.
I'm not sure why those two exactly; maybe the codepage 1251 is handled differently somehow. Maybe because my system locale is set to Russian. It also reproduced with the separately downloaded Belarussian translation (which also has codepage 1251), that seems to confirm the theory. But when I tried to change the codepage to 1251 in some of the existing language files (which originally had 1250), it didn't cause them to display narrow menu.

Confirmed. The measurement function wasn't handling Unicode correctly.
