what is the wrong with the non-unicode ???

when i open total commander ,there will pop out a warning about non-unicode program .
the words he said is

"This directory contains file names from a different code page,Not all operations all possible(e.g. ZIP FTP) , If this is your main language,change the options for Non-unicode programs in Control Panel - Regional Settings - Extended"

the OS of my PC is win2003 in English , and I have set all selections in "Regional Settings " as "CHINA" .
what is the problem? and what can i do for this ?

You have some files in the current dir which are neither in English nor Chinese, e.g. French accents or so. Some functions like ZIPping are ANSI only (the ZIP format does not support Unicode), so you cannot use these function on the affected names.
