This is a false interpretation. I didn't give any recommendations. I just referred to a plugin that could be related to the previous behavior. What version the questioner could have, neither you nor I have any idea. However, even if the current version is unsuitable for the specified file, this does not mean that it will not be useful for other installers.
If someone needs 1.1.1, I'll publish it without any problem.

Your comments helped a lot. I actually had Total7zip installed, but not registered for exe files.

So I made following changes:
I changed the capabilities number of Total7zip to 1023, and I changed/added the following lines:
[PackerPlugins]
Total7Zip=1023,%COMMANDER_PATH%\wcx\Total7zip\Total7zip.wcx
exe=148,%COMMANDER_PATH%\wcx\Total7zip\Total7zip.wcx

The exe opens now. But there is an unwanted side effect:
Instead of the original icon, this and other exe files now depicts the generic archive icon: the yellow box.

How to remove the side effect and get back the original icons?

It works for me without having to explicitly register exe files for Total7zip.wcx

I recommend that you remove those two entries and use:
7z=735,%COMMANDER_PATH%\PLUGINS\wcx\Total7zip\Total7zip.wcx

If you already have 7z registered for something else, then change that 7z to 7z_somethingelse

You don't need register Total7Zip plugin for exe files to open these files by Ctrl+PgDn.
Also don't need to change default configuration of Total7Zip plugin - neither change default "735" nor extension.

Still, you could've mentioned this limitation if you knew about it since using the latest version isn't useful at all for the case at hand.

Add 256 to the value you're currently using (148) to tell TC to open such files only with Ctrl+PgDn instead of Enter; this will also show the regular icon instead of the archive icon. Information about these flags can be found in the TC help, section 4.b., in section about [PackerPlugins].

I knew about it when it was relevant. Several years have passed since then, so I did not focus on a specific version, believing that I have the latest one, since with rare exceptions I keep track of updates. After your remark, I remembered why I didn't update the plugin.

If I remember correctly, I did it like this, because I wanted Total7zip to handle some archives over TotalObserver, but I am not totally certain about the reasoning.

It is necessary if you want to avoid Total7zip trying to identify every file as an archive which can cause a variety of other problems, or if you want to exactly define a specific packer plugin for specific archives/files.

You can use one line with 735 instead of many lines, but keep in mind that doing so will tell Total7zip to try to detect each and every file as an archive (due to flag 64 contained within), and you might lose the ability to use a different packer plugin for a specific extension.

735 = 512 + 128 + 64 + 16 + 8 + 4 + 2 + 1. 64 is the flag that tells TC to try this plugin to detect the file as an archive based in its contents.

What for? Is there a problem with the internal unpacker?
If the Total7zip is registered for .7z files (with the option 735), then if I press Enter or double-click on a .7z file it is the plugin that opens the file, and the plugin that unpacks the file - NOT the internal unpacker (Tc7z64.dll). So the context menu entries are practical if you want to test the other two opening and unpacking methods on the file. That's all - maybe not something the average user needs though.

Also if I want to ad some file to the .7z archive by copying to the opened archive, then I can use the context menu when you open the file, to determine whether you want the packing done by the Total7zip or the 7zip plugin. (if you choose to open the file with the internal 7z packer, you cannot copy files to the archive)

I don't understand why you have Filter5_open=** ? This means that when you select the first item, the file will be opened by an external program or Explorer. In addition, there is no need to use the standard context menu. It's much more convenient to use the hotkey with cm_ContextMenuInternalCursor.

Here are my settings:

Not in this case - in this case it means that TC will use TC's default way of opening .7z files - in my case with Total7zip. The Filter8_open=** setting does NOT result in an item in the context menu - so my first item in the context menu is "Internal 7zip"

I tried your setting, and when pressing Enter /double-click on a .7z file it will open it with the Internal unpacker, and then I cannot ADD files to the archive, which is unacceptable to me.

I tried your setting - it seems that you didn't bother to try mine...?

It's much more convenient to use the hotkey with cm_ContextMenuInternalCursor.
If I set up a hotkey for the cm_ContextMenuInternalCursor, I'll have to remember that hotkey for the rare occasions, where I don't want the file opened with Total/zip.
