Maybe jesped could try and replace his C:\Windows\WinSxS\amd64_microsoft-windows-imageres_31bf3856ad364e35_10.0.19041.3636_none_515539f6ad3a7a6d\imageres.dll.mun with his modified imageres.dll.mun
Tried replacing the icons in c:\Windows\WinSxS\amd64_microsoft-windows-imageres_31bf3856ad364e35_10.0.22621.2506_none_bc9808ca73858e38\imageres.dll.mun

which is the only other imageres.dll.mun file containing icons besides the one in C:\Windows\SystemResources\ , but TC keeps displaying the unchanged yellow icons all the same... :(

Finally found where TC gets the compressed folder icons (zip, rar, 7z, etc) from:

c:\Windows\SystemResources\zipfldr.dll.mun

Changing the icons in that file with CustomizerGod https://www.door2windows.com/customizergod/ made them appear right in TC.

I'm not sure if this is exactly what you want but I use a plugin called "Folder Picture" which lets me set a custom image for each folder:

The way it works is:
- I place an image inside a folder called "cover.jpg"
- then the plugin makes that image be the icon for that folder.
- you can customize how it determines which image it uses as the folder image
