Yep, use EdgeViewer :)
Docs I found say that the only simple way to go offline in IE is to switch internet off per process, which means you won't have any internet access from TC while the viewer is active. Other solutions are much harder, not sure whether I'll have time for them in near future.

Is it possible (anyhow) to set proxy something like 0.0.0.0 for the viewer IE process?

The issue is that there is no "viewer IE process", there is a joint process including TC and loaded DLL libraries, so whatever I set inside DLL also affects TC. I'll think about it, but unfortunately switching off internet access (aka proxying via localhost or whatever) affects the parent TC process, which isn't really what you want I presume.
