That was for putting it in the Play Store! They won't accept it in the Play Store with the install function present.
But they won't block the installation of the Total Commander apk from outside the Play Store with the install function included.

Since I'm not putting the standalone installer in the Play Store, they will not check it. Of course there is still Play Protect on the device itself, but that only checks for malware, not for functions they don't want to see in the Play Store.
