Issue confirmed with TC 11.57rc6. The counter is not left out for the first filename in the range.
Tested OK using TC 11.57rc6a.

I find the changelog description ambiguous and unclear though. "only quotes" can be understood as quotes only, without text. I suggest to use language that aligns with the help text, for example:
30.04.26 Fixed: New text file (Shift+F4), new folder (F7): When creating a range, the counter wasn't left out when the counter had only a postfix and no prefix, e.g. for <1-2>[C"postfix"]name (32/64)
