UseIniInProgramDir=0 This variable will only be read if the wincmd.ini is located in the same dir as the program.
It is the sum of the following values:
1: Use wincmd.ini in program dir if no other location is set via registry or parameters
2: Use wcx_ftp.ini in program dir if no other location is set via registry or parameters
4: Override registry settings (but not command line parameters)

That is to say, first TC read ini-file in program dir in any case.
Then if UseIniInProgramDir=3 and other location is set via registry, TC read another ini-file again to overrides the first, doesn't it?
If UseIniInProgramDir=7 and no other location is set via parameters, TC read only ini-file in program dir, doesn't it? Then needn't I the programs like Total Commander Loader after???

I assumed the individual values that add up to the final value of UseIniInProgramDir are the powers of 2 (probably because TC is checking the first 3 bits for each value accordingly).
Than 8 would actually be same as 0, since all first 3 bits are 0.
