What is this color used for in the options? Because nothing is happening.

I would like to change the background color (not necessarily in the panels, I just need to change the background color of the top bar with icons).

The color setting you show in your image is for TC's viewer called Lister, which can be seen when you press F3 on a (text)file.
You cannot change the background color for the button bar separately. In Dark mode you can set the color of all of TC. In Normal mode the color is defined by Windows

I'm looking for a way to distinguish one TC instance from another. Just having a different title on the bar isn't enough.

You can change the background color for buttonbar along with the color of the dialog boxes, main menu, status bar, and tab headers, if you use the dark mode options.

How did you get a two-color background under folder/file names? In Dark Mode I only have the background under the names in 1 color..

That color (Dark Mode - Background) is the window background, not the file list background.
To change the file list background, focus the top of the "Others" box. Then you have
"Background" and "Background 2".
To change these for dark mode, you need to switch to dark mode first.
