Hm, no, I do not think that the lack of Delphi is the reason.
Pocket TC has not been programmed in Delphi, but C++ if I remember correctly.
(Found it, sorry, it is in German: cf. here)
The source of Pocket TC was Christian's wish to have his own product available on his CE device.
So the reason why he never created TC for PalmOS very likely was that PalmOS was not Windows CE compliant, so Pocket TC for Palm would have meant starting from the scratch, and he did not need it?!
But there seem to be clones around, if they still exist. Try to follow the links given in this thread, please.

That's exactly the reason. The Pocket version is a hobby, that's why this version is 100% free.
