i wonder if there is any possibility to create a new file with TC pocket like it is possible in TC? (shift+F4)

Tip & hold the Edit button and the context menu appears. Select "New file" there.

Yes, there is a help for TC/CE. Select menu item File -> >>>>> -> Help. Or you can press Ctrl+H on your (maybe, virtual) keyboard.
But "tip&hold" is not TC's feature, it's a standard way of calling the context menus in Windows Mobile.
