for a lot of plugins both the 32 and the 64 bit versions are stored in one directory. Can you provide the same? For example by using a folder redist_x64 for the 64 bit oracle files?
this becomes handy if you have both versions of tc in the same directory. So one can use the same wincmd.ini for both tc versions.

One suggestion though:
please enhance the sentence
And copy the complete "redist" folder into the uLister Plugin folder, e.g. %totalcommanderpath%\plugins\wlx\uLister\redist
That would have saved me like 30minutes of trying to copy the files into different locations

Don't know what ca is.
The wlx itself does not need any special DLLs
the names of all archives starts with "ca-..."
