Just had a brilliant idea, how about wget plugin. As an archive plugin; on Alt+f5 take the dir under the cursor and download there the files the user specifies in an interface. This shouldn't be very difficult, it should only have some checkboxes etc. for different switches and be able to pass the result to wget.exe

why not to CTRL-N and insert your HTTP or FTP URL there?
This isn't wget, wget is a very specialized tool it doesn't only download. It can mirror sites, download the whole site to your computer, download only .zip or any regexp recursively, in short it's by far not the same.

a plugin to view .ink object taken with TabletPC (those handwritten files you can take using a WindowsXP version for tablet PC) and for which there's indeed another viewer from MS (you can see it in windows update too as journal viewer), but a viewer inside TC could be excellent..I took a look and there's an interesting COM object in the above mentioned MS program that worries of everything, so including it into a Lister's extension would be feasible.

If it was implemented as a Packer plugin then you could choose it when pressing Alt-F5.

Sure: but why to implement a downloader as a packer plugin?? I don't understand this.
Ok, lets try it again, you can implement it as any type of plugin; meaning as Lister plugin, archive plugin, or FS plugin; IMO the archive plugin makes the most sense.

Sorry but I still think I've not understood your idea: why don't you just use winhttrack? What kind of integration do you need?
I think that an "http" plugin to browse webpages and download http files in a TC pane would be a good idea, but it is different from what I'm undestanding from you.
Another VCS, this one works like a new filesystem in your OS (other VCS works with archive files...).
As far as I know ClearCase (a very costly product) it creates a virtual drive with check-in check-out funcitons automatically handled by the OS. So TC should see these repositories as drives as well as net drives.
