well I had a hunch that this was reported at the Russian forum and it was http://forum.wincmd.ru/viewtopic.php?t=12975&postdays=0&postorder=asc&&start=15 I believe the problem is the lang file that come with excellence.
how to fix this?
Get the latest version of excellence from http://sites.google.com/site/ivansdump/excellence
uninstall the previous version and then reinstall the new one.
If that doesn't work try setting TC's language to English and try again?
the setting for non-unicode can be viewed or changed here:
Control Panel->Regional and Language Options->Advanced
As quite a few applications use unrar.dll why not search your hard drive (or C:\Windows) for unrar.dll, maybe you have an uncompatable version somewhere in your %path%. I'm not sure why do you get that error message excellence comes in a zip package and unrar shouldn't be loaded at all?
