Well, not really The only Windows version that ships without MSVCRT.DLL is the original version of Windows 95 (OSR 1!!!); it just had another (older, obsoletting) runtime library (can't recall the name off the top of my head ...)

Yes, exactly, one user who has "Windows95 OSR2 4.00.950 B" reported that plugin didn't worked on his system. Says "Invalid plugin" or something like that!

But on OSR2 the problem shouldn't be the missing MSCVRT (it might be an older version of it, though, something which does cause problems under Linux as well )
