I think TC should update caps when installing or updating plugins, it is a rather rare event.

The problem is that the user may have changed the caps himself, e.g. to allow searching with a plugin. This data would be lost on updates.

Perhaps you could introduce additional flag to preserve caps in INI (e.g. high order bit - 0x80000000 - or simply negative values) so caps will be lost only once.
