Well, the user could choose then what he prefers - but would lose all special icons if he set an icon for the <Default> view mode. But it would be his decision...

It's not that simple - in the above example, the priority would change even by directory...

Dear Christian, actually for me when visually navigating the tabs icon means actually nothing - it only irritating the eye on a small tabs. Color is the key. But ok, if people
What that icon marks?
If it marks on what place are you - helping the folder names and path text, than it must change with the fs icon.
If it marks the tab in a cluttered tab environment, then it must stay as the user define
So there is only two options
1.Changing icons for path marking
2.Persistent user icons for tab marking
You can not implement the complex ranking, just realize these two concepts

Sorry but I see that differently - if I take the efford to set a specific icon for a folder, I want to see that icon and not the icon of the view mode which is valid for 100s of other folders. But you can now decide for yourself with the "Priority" checkmark.

Why? Just check the "Priority" checkbox for each view mode you have defined.

In my case I have never seen icons in my tabs:

There are many ways to set a Folder Tab icons - see: http://madsenworld.dk/tcmd/tabicons.png
But for folders that does not fall under any of the 5 first rules in the "Icons on folder tabs" dialog, you have to use a view mode - as you can see I have done for Archives (A-rule), Search results (S-rule), Shares (U-rule) and for plain folders (L-rule) (Auto-switch rules in that order)

You should at least get icons in the root of the drive, e.g. in c:\

I other words, I thought that c: icon will 'propagate' to all folders of c: (unless custom icon defined for those folders).

No, tabs only show icons when they differ from the default folder icon, e.g.
- the folder already has a special icon, e.g. under c:\users\yourusername there are several
- drives and virtual folders usually have one
- you defined one via Alt+Enter
- you defined one via view mode
