This menu item is part of the Windows context menu, you get the same in Explorer: What is does is just eject the medium, but not the actual drive. This is fine for card readers, where you can just remove the card and insert a different one. But unfortunately it does the same also for USB sticks, where the drive and medium are combined.
Therefore please use the icon in the system tray for ejecting USB sticks and USB harddisks. When you do this, you will see that "Label (Letter:)" is grayed out there - it would be for ejecting just the medium. It looks like Microsoft failed to handle this correctly in the context menu entry.
