While the icons work in Explorer but not in TC, I suppose the problem is simply in TC, not Windows.
Then just report here what under Edit type... Change icon > Icon file: (see above) is registered (as petermad has already asked).
Then press the "Cancel" button 3 times so that nothing is changed.
Maybe someone can help you then.
Btw, which Excel version (Viewer, Office, 32 or 64 bit) do you use exactly?

I reinstalled the program without any change.
The version I use is Microsoft Office, Excel 2002 (10.2701.2625), 32 bit.

Maybe you have changed the icons showed in TC via TC's Internal Associations. What is the content of the [Associations] section in your wicmd.ini file?

That association looks seriously broken. Maybe the Explorer uses "Excel.Sheet.8"? This would go to
HKEY_CLASSES_ROOT\Excel.Sheet.8
Does this key exist? If yes, can you use regedit to export it to a .reg file and post the content here?
1. Run regedit.exe
2. Go to HKEY_CLASSES_ROOT\Excel.Sheet.8
3. Choose menu File - Export and give a file name
4. Check "Selected branch"
5. Save
I have no reason to believe that your issue (and to the extend that I have similar issue with some of the Icons on my W10 PC)
can be related to TC - probably any version .
Without being a MS whizz, you are missing large parts of the required info.
Why MS Office doesn't install correctly ?????????? I do see that you have a different version of Office which could use a different approach.
A) I ran the RegistryInfo.exe on my W10 no MS Office and TC9.21a and using MS Viewer/OpenOffice:
This is a 3 section setup where DefaultIcon is defined via WindowsInstaller (sec. 2).
Section 1 defines some Excel parameters, sec. 2 makes all the [HKEY_CLASSES_ROOT\Excel.Sheet.8] definitions and sec. 3 sets the Explorer part.
I have the same problem with Photoviewer (from the old Windows) icon in TC.
After yesterday's Windows 10 update (1903), the icons of Photoviewer disappeared from TC, there is only the white ones. Other icons work fine. In Explorer icon is OK.
File association is OK, Photoviewer is running OK after ENTER in TC on jpg file. Only icon is white...
Just after Windows 10 1903 update jpg was associated to Irfanviewer (Windows changed this itself), but I changed it back to Photoviewer.
Re-installation of TC didn't help.
It doesn't work if running TC as administrator either.

TC basically hasn't changed its look since 8.51 - it now has an optional vertical buttonbar between the file panels, and the default font for the files panels are changed to Segoe - but that is only for new installations, and is easy to change anyway.
There has been made som changes and improvements of icon handeling in the file panels since version 8.51 - so maybe it is time for you to upgrade - just install the new version over your old one - and all your settings are preserved.

Tried this solution, but it doesn't change anything, Photoviewer's icon is white still...
By the way, how could I change back file / catalogue marking in new TC? (I don't like blue strip, I prefer two thin lines, like in previous versions)
"Configuration" -> "Options..." -> "Color" -> remove the checkmark in "Use Inverted cursor" and maybe also if it is set remove "Use Windows theme for cursor".
