Yes, thos two files has to be synchronized with the totalcmd.chm in the e and d subdir in the Install.cab inside the TC installer. So you don't have to update the Extended Menu, you can just copy thos two files from the install.cab to wcmd_en.chm and wcmd_deu.chm.
