This is the only thing that didn't work. The icons were not changed.

have you checked the paths?
in the totalcmd menu "Help -> About Total Commander..." (top right) you can see the correct wincmd.ini path.

and of course check your path to the iconlib:

Unfortunately, this link is broken. I've downloaded the IconLib-Fatcow.icl from the page you shared, but as I've just said, it didn't work.

Regarding the "it looks like Windows 95" viewpoint, here are three other file managers side-by-side with Total Commander. I don't see Total Commander faring poorly in this comparison. Perhaps, the issue is not so much the looks, as it not being easy enough to change the looks.
