Thanks for the archive.
Hotkey Screener and SharpKeys don't work under XP.
HotKeysList and ActiveHotkeys can't help in any way. Not only do they not see these hotkeys active, but they also do not provide any information about applications or drivers.
The only thing is, HotKeysList for some reason shows Ctrl+Shift+9, although I had no problems with it.

1. Run intl.cpl
2. Click on the Tab "Language"
3. Click on the button "Details" (upper right)
4. Click on the button "Keyboard settings" (lower middle)
5. Disable the "Shortcuts for language".
Note - My Windows XP can only run in Danish - so the text on buttons can be different from what I have translated them to here.

It was a long time ago (I did it for scripts), so I couldn't even think about it.
