It depends on the user.
Imho the most of users will agree to have just a little less security if they will be not irritated. Personally I prefer very strong solutions but please, take a look on Vista forums. For me this is the only aswer for switching off UAC. Beginners don't like to much annoyance. Advanced users can always change INI files.
