In TC I am using qbittorrent with rmb menu, but when I hit Enter (or double click) on .torrent file - its opening windows associated program. So the point is emulated with wheel click = rmb menu first line click

The first line with Open() appears only if there are internal associations. This is the actual analog of Enter.
What do you need, I don't understand? What exactly is wrong with Enter?

This needs to be sorted out. That shouldn't be the case.
Is it possible that the qbittorent system instance is already running at the time of opening? Then yes, the file in it will open. This has nothing to do with the internal associations of TC, this is a feature of the work of qbittorent.

Are you sure there is no mask higher up the list that is consistent with this behavior?
In the internal associations dialog, is the checkbox at the bottom accidentally not checked?

Exactly. You need to replace Filter1_qbittorrent with Filter1_open.

That's a bad idea. The meaning of internal associations is lost.
It's better to assign the system opening to Win+Enter. There are several ways.

No one offers to change (edit the registry). It is proposed to use internal associations in a native way - by Enter, and system associations - by Win+Enter.
