[REQ] Turn UTF8 On/Off For FTP

Could you please add an option to turn UTF8 off (i.e., NOT to send OPTS UTF8 ON) in "FTP Connection Details"? Not all servers, which report it as a supported feature, handle it correctly (e.g., Firezilla)!

Example:
left panel shows a folder, opened on FTP (ftp://localhost), while right shows just the same folder accessed locally.

With OPTS UTF8 ON:

Total Commander does NOT send OPTS UTF8 ON to any FTP server. It's actually a bug in FileZilla: It has UTF8 on by default, unlike any other ftp server, and this cannot be disabled!

All you can do is put
OPTS UTF8 OFF

in Total Commander's FTP configuration dialog (Ctrl+F - Edit connection - Send commands).
