tar compression in posix format for german umlauts etc

Hi, I am switching often between Linux and Windows, and I often have to send data from a Windows computer to a Linux computer, and there are often files with umlauts.
It would be nice to have an compression standard working in TC which i can unpack on every computer without problems. Nearly all tar programs have the option --format=posix , with this you get the same filenames on every computer. TC should be able to use this too.
