system default character set: windows-1251
tc 7.01, xpsp2.
if i change language to west. europ. encoded language file, and then i should change the charset in font preferences to western, i change, it doesnt change, but if i make the same with central european, baltic, turkic, arabic, it works.

of course this is useless without changing "system charset for programs not supporting unicode", because menu is still will leave with non-correct encoding.

Did you modify the registry key [HKLM\SYSTEM\CurrentControlSet\Control\Nls\CodePage], "1252"? Please, check: it should have value "c_1252.nls".

i did not modify it.
it has value "c_1252.nls".
