I'd like it to do its job regardless where the focus is.

For example, inside the Copy dialog, even if the cursor is at the "Only files of this type" box, pressing F5 again should select the filename only.

F5 is a feature of the edit box. It's like the text which you type to change the name, it also works only while in the edit box...
