Integrate TCWIKI in Help menu

I've done this across the usercmd.ini, but I think it would be also interest other users too, mainly for beginners.
So it should be link to the TCWIKIDE in the WCMD_DEU.MNU and to the TCWIKI in the WCMD_XXX.MNU.

Nice idea but, unfortunately, mentioned Wiki is not really up to date.
IMHO it would be better to link to

Yes, it is in English. The page is in French though.

BTW. You persistence not to use search is annoying. That was the 1 line using "Clo TC tutorial" search by Google .
