Missing feature in Win7: As different user

In WinXP, when I tried to perform an action (in a network path for example ) I did not have access to, I could enter credentials of a different user with proper access level. In Windows 7 all I get is "As Adiministrator" and no option to use credentials of a different user.

Actually you get such "different user" credentials when working as a normal, non-admin user. However, this dialog is part of Vista, not TC. The Vista UAC has replaced the "as different user".

If you work as a "really" restricted user in Windows Vista/Se7en you'll get the chance to enter username and password.

Indeed that's what I meant! Unfortunately this isn't offered when working with (restricted) admin rights.
