simple sugestion...

After presing combination Shift+F7 (or Ctrl+F7) instead of simple dialog NewFolder popup new dialog - "create NewFolder & MOVE selected files to NewFolder"
accordinh that, Ctrl+F7 will be "create NewFolder & COPY selected files to NewFolder"

Ctrl+F7 is already used for selecting Unsorted View for the file panel!

When you create folder, selection remains. So you may select files, create folder and then copy/move selected files into created folder. If you want to do this in single click, you may use some external tool.
