The language of the plugins can't be changed, it would be better if they can be changed accordingly once you change the language of TC for android.

Actually the plugins use the same language as the one you choose for Total Commander itself! The only exception is the name of the plugins on the TC home screen - these names are reported by Android, so they are using the language of the operating system.

I'm using resolveinfo.loadLabel(pm).toString(), and this uses the default system language, not the locale set within Total Commander. Maybe I can find out what these other programs are calling if you send me their names.
