Option for turning off animation please

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

Actually SystemParametersInfo sends WM_SETTINGCHANGE itself when fWinIni parameter contains SPIF_SENDCHANGE flag.
But anyway it is not correct to call this global function by an app just for disabling animation only in it, user should be aware of scope of changes.

With my problem described here: .../board/viewtopic.php?t=46388 (sorry can't post links yet)

I vote for fix in TC as well as I had to disable the option globally and this is when TC work normally.

You can't disable this separately for each program.
