The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

No such problem here with a actual patched Creators Update.
Try starting TC with a fresh ini.
Windows 11 Home x64 Version 23H2 (OS Build 22631.3527)

At startup everything is all right, after some time the problem again appears
No plugins installed

1. Now restarts TC, no problems
2. I worked a little with the data in the smartphone via the MTP protocol (without plugins)
3. Again the problem appeared in powercfg / requests

Unfortunately I could not reproduce this problem so far, sorry. You probably used a function or plugin in TC which caused this. However, I have no idea why this could be happening...
