For me "Load playlist" Media Player button opens "Open File" dialog with a folder pre-filtered for .pls|.m3u|.m3u8 extensions, so it can't see the xspf file in that folder. Looks like a bug.TC Media Player help wrote:Load playlist: Loads playlist in pls, m3u, m3u8 or xspf format

xspf files are currently only supported via file associations. I will consider it.

Can you send me the content of that file? Sounds like TC has problems reading it.
