The function to change privileges for folder doesn't change the privileges for subfolders or subfiles. It changes a little more with "cyclically" option but only a little more. Is it a feature or a bug?

AFAIK TC doesn't have such a feature - this is done via the Windows Properties in the right-click context menu..
