[9.20b1 & older] Background transfer manager limiter bug

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

You mean it limits transfer speed for "from\to HDD" copying operations too? Not for me. :(

Yes, TC respects the limit with local transfers for me. But as was said earlier: very low limits are not working properly with local transfers; TC tries to respect the limit of 1000 KB/s but it's not what it shows as transfer speed. And the file-system cache is also involved here, meaning that repeatedly transferring the same file is ... uh, how do I put it... meaningless.

I just wanted to point out that TC doesn't respect the limit for FTP transfers, but it does for local transfers when the BTM is opened beforehand and files are added via its [+] button. Whether or not it works for very low limits is of no importance to me as long as a reasonable limit works.
