Thanks for the details. This happens when the text file with the names does not have the UTF-8 byte order marker at the start. Total Commander then assumes that the file is in ANSI (plain text) format. If you open the file with notepad.exe and save it, notepad will add the byte order marker to te beginning of the file.

I can solve the problem by ...
Method 1
Use "Load names from file ..." must be a file that save as "UTF-8 with BOM"
or
Method 2
"Configure Editor..." to use "Notepad++" instead of "Notepad" but save the file as "UTF-8 with BOM".
This problem occurs with Windows 10 versions 1903, 1909.
