I need a stand-alone Lister 64-bit. Which completely repeats the functions of the version of Lister from TC 9.51.

That does not exist, but you can start a separate instance of lister with this command:

%COMMANDER_EXE% /i="%COMMANDER_INI%" /S=L

If you want to use it from outside of a running TC instance you have to replace TC's environment variables - to something like for example this
