Add File Unlock Function to TC

This is an explicit request in Suggestions for a file unlock function within TC.

Why not use LockHunter? It works fine with Total Commander.

Well, sure we can, but it's another tool that needs to be used. I understand the point of view that replicating functionality which is readily available in an external tool is time perhaps better spent otherwise, though.

The problem is that there are no official functions to unlock a file. You need to wade through other process's images and look for open handles to that file, which is rather risky and may break with Windows updates. Therefore I prefer not to add it.

Is there perhaps some kind of ready-made DLL TC could use?
