Win32TipWindows=?

Help says that default value for Win32TipWindows is 0

So why i see these tips when there is no Win32TipWindows parameter in my [Configuration] section ?

you also have tips if filename is too long managed by FileTipWindows.

I have checked it in the code, it's set to one by default if FileTipWindows=1

Yes, I do this to distinguish between new users and those who have already used the old font and would complain if TC changed it by itself.

If you set FileTipWindowsOnIcon=1, you will only see the tips when hovering over the file icon. Remove that line if you want the old behaviour.

long tooltips + Win32Tip ONLY on icon -- is this posible to implement (in configuration like below)?

What do you mean? This already works. But the tips are only shown in this mode when the file name is too long and shortened with ... at the end. And with FileTipWindowsOnIcon=1 set, it's only shown when the mouse cursor is hovering over the icon.

is it possible to do it in both cases?

is file too long and i hover pointer on it - its display full NORMAL tip:

When moving the mouse on the file icons, I would like to see the Windows hints and Explorer(OLE2). Especially because I have in addition support for custom tips enabled - determining the reality of a file/folder representation on my hard disk in the form of Junction[Soft link] / Hard link or Symbolic link or Shortcut ....

And when I move the mouse over the file names and when some file name is cut off because it is too long - here I would like to see a simple hint with file's full name (NORMAL tip).
What combination of current settings flags should I use to achieve this?

I would also have liked if the option FileTipWindowsOnIcon=1 did NOT affect truncated tile names.

I see - no, FileTipWindowsOnIcon does not have this effect. It makes TC show the configured type of tooltip only when the cursor is over the icon. It doesn't allow to switch between different types of tooltips. That would be a nice addition, though, maybe via FileTipWindowsOnIcon=2 or so.
