I tested this and it seems the target path as last parameter only works if the F switch is used in the first parameter. In my opinion, your descriptions suggest otherwise. Please confirm this is how it is supposed to work.

Without parameter /F, the passed path is only used for fresh installs. When there was a previous installation, the path parameter is ignored. This way the same command can be used for updates and fresh installs.
