buildin configurator for all of the options found in wincmd.ini only

wincmd.ini contains tons of hidden options that cannot be find in options dialog
so I suggest adding an advanced configurator like this

It makes easy understand how many hidden options there are and quickly changing them

Yes sorry I messed up the name instead of ts242.... still doesnt change the fact that Configuration Editor is exactly what the op is asking for, wouldnt you agree?

Peteremad and other can also add that configuration editor even if not maintained anymore is up to date as contributor provides cedf file with all new parameters and comments !
