Could anyone tell me if this is a Total Commander problem, or a Windows 11 problem.
When I am scrolling down my list of files using the mouse wheel, the highlight bar is moving much further than I am asking it to.

Search the forum for "smooth scrolling" and disable that feature. This "feature" has been a point of discussion for many years.
