The issue with hidden page titles is a separate thing. Previously, both the English and German wikis had custom CSS that completely hid the page title ("Main Page" / "Hauptseite") on their respective main pages. This is a common wiki practice to give a cleaner look, but when using the Vector 2022 skin it caused a side effect: the Table of Contents button ended up positioned too far right, so its dropdown menu (including the "Move to sidebar" option) could be partially off-screen on the main pages. You can still see this behavior on the privacy policy pages on the wikis, although it's less of a problem there because these page often are displayed with a right margin (unlike the main page, which by default uses maximum available width).
On Dec 24 I changed the English wiki to show the page title on the main page, so you could see the difference. But you seemingly failed to notice the TOC button and after a week, on Dec 31, I made the decision to show the page title of the German wiki's main page as well.
My pending question is about the Main menu being hidden for anonymous users. You said that I recommended not to use the workaround for this, but I explained that it was more nuanced than that and that I implemented the workaround on the English wiki only, so you can test it. Please test it and tell me if you want to keep the workaround.
