I tested all the "Pack Unicode Names" again.
The extra "_" at the end is fixed.

Is it possble to add the character encoding information to somewhere when packing?
And when unpacking, the unpacker refer to the character encoding that is stored somewhere.
In my opinion, it seems to be the only solution of [ ī Ÿ ȭ ȸ ].

No there isn't, the only encoding which can be set is UTF-8. When the target unpacker supports UTF-8, you will always get good results.
